Registration of land parcels where horses are kept now a mandatory legal requirement
It is now a legal requirement for all horse owners to register the LotOnPlan details where they keep their horses.
This amendment of the regulation was gazetted on the 28th Sept 2007 under the Stock Identification Regulation 2005.
It brings a legal requirement for the identification of the location where a horse is kept (LotOnPlan RP numbers from a rates notice) in line with other livestock species.
Your property must be registered with DPI&F if you run one or more head of horses, cattle, sheep, goats, pigs, buffalo, deer, camelids (camels, llama, alpaca), or 100 or more poultry.
DPI&F will use the current on-line horse registration system to allow horse owners to register their LotOnPlan details. For people who have multiple LotOnPlan numbers (i.e. multiple land parcels) please enter these all into the one LotOnPlan field.
If you already have a property identification code (PIC) your property please add this to the PIC field on the horse registration page.

A number of maps are updated regularly on the Department of Primary Industries and Fisheries (DPI&F) website that show were staff are concentrating their efforts to contain the spread of Equine Influenza.
The DPI&F's proposed Equine Influenza vaccination buffer zone plan has been approved by the Consultative Committee for Emergency Animal Diseases (CCEAD).
If you have a property in the area covered by the 10km vaccination buffer zone map, you must subscribe to the DPI&F horse registration and record your LotOnPlan details (the number from your rates notice).
It is a mandatory legal requirement to register land parcels (premises) where all horses are kept. It is also a mandatory legal requirement for horse owners in the buffer zone to ensure their horses is vaccinated.
Poor human hygiene is causing some of the spread of equine influenza (EI) to unexpected locations.
Biosecurity Queensland Chief Veterinary Officer Ron Glanville said strict biosecurity was essential for every person coming into contact with horses.
"The best advice is that people keep their horses isolated from any outside visitors and avoid visiting other properties with horses," he said.
"If contact with horses on more than one property is essential, then the person involved needs to follow simple personal hygiene guidelines."
FOOTNOTE: Excellent biosecurity and hygiene is still needed in the Vaccination Buffer Zone and movement restrictions will be enforced! No horses in the buffer zone will be allowed to move without a permit.
Application for vaccination of high performance high risk horses
There is a limited supply of vaccine and not all applications can be approved. Priority will be given to horses where vaccination will significantly assist in reducing the spread and have a major impact on the horse industry, the community and the broader economy. Consideration will be given to horses in the Red Zone which fall into the following categories:
1. High performance horses, mounted police and the stock squad 2. Businesses where horses are an integral and irreplaceable part of the operation 3. Studs and stallions that need to be protected during the breeding season 4. Large groups of horses that have contact with many people who could inadvertently bring the virus into a stable complex 5. Horses where infection with EI poses a welfare or serious health risk
Before you apply, you must register on the DPI&F Horse registration website, the premise where horses are kept using the "LotOnPlan" RP number from your rates notice. Then, once this is completed, go to the website link below and complete the self-assessment. If you think you are still eligible for consideration for vaccination of your horses, then complete the form and fax it back to the DPI&F on the number provided on the form.
